Greetings,

 

First of all, we all have bigger elephants in the room to shoo away instead of little parking problems. But, these parking problems interfere with my elephant management.

 

Yesterday early morning, a ticket was finally written after over five years on the illegally parked cars. I will go to my grave believing that if a ticket had been written the first time when I complained about illegal parking that a lot of time and money would have been saved by having the neighbors observe the law.

 

(I think one reason may be that yesterday the first two officers did not have ticket citation books so they called in a 3rd officer to provide the ticket: Was I wrong in assuming reverse discrimination when it might have been a lack of a ticket book? The lack of ticket books indicates yesterday's officers don't write tickets--a flaw in the RPD business model.)

 

As I have with almost everything digitized since the late 1970s, I added the entries to several files on topics of possible future interest. I have not only a listing of all the things I did for the neighbor prior to her "white bitch" description of another neighbor, but my tentative 14th Amendement lawsuit against the Richmond and the RPD (which I hope I don't have to push at some time in the future). When my neighbor revealed herself to be a racist, my helping her stopped. She resented this by then becoming an irritant in my life. Per the Timism meaning of life, when she was no longer co-enabled to live beyond her means, she became a meanie to those who had been meaningful.

 

As an irritant, she parked in ways to invade my privacy which I won't list here tho extensive in photos and videos. Consistently, when they arrive/depart they turn on the car radio loudly for ten or fifteen minutes. If you see my work area, you will realize their noisy radio is closer to my workstation than to their house.

They know that if I call the police that the radio will be turned off before the police arrive. After a few complaints that were a waste of police visits, I stopped calling.

 

The neighbors have constantly claimed that they have "friends" which an incident yesterday seemed to confirm. We have a new alarm system which has a feature I did not appreciate, e.g., panic button. Yesterday afternoon, I was visited by several officers to whom I offered apologies and implored them to bill me for a false call. Yesterday evening, two things happened that were logged into several of my diaries.

  1. Around 5 o'clock, a customer of hers, apparently a policeman (parked in the wrong direction in the handicap spot which the neighbors never uses) drove away, stopping to stare/glare at another neighbor and me talking after I had moved back the supercans of her and another female neighbor. I used to do this stuff for the Brown household.

  1. Around 8 o'clock there was an unusual, unprecedented meeting of three RPD LEO's at the corner where the car is normally illegally parked with the Brown's oldest daughter. This was logged into files for future reference as "contemporaneous" documentation. Was this a tit-for-tat show of force for the earlier visit by several LEO's to my home? With her police customer, it is further evidence of my unlikely fair treatment by RPD in the future. Was this another CrowJim example?

[It is 4:12am (170517), the daughter came out, saw my lights, turned on the car radio loudly and went back into the house. She came out about five minutes later and drove away. I have lots of incriminating photos and videos because they always announce their arrivals/departures with the loud radio!}

 

It is 9:30am (170517) and a car came up, parked the wrong direction, exited the car with the radio blaring and no one inside. I swear Mrs. Brown tells her kids and grandkids to park opposite my porch work area and turn up the radio. They never park anywhere else!

I don't want special treatment. I want fair treatment which includes commercial trucks not driving on my property due to illegal parking. I want privacy to think without an intentionally blaring radio. A number of legal things need to be done.

  1. Commercial trucks serving Crossroad Coffee shop should be barred from using Carson and Anne Streets as get-aways. After four months upside down, the 25mph sign next to Crossroads needs to be fixed and complimented with a "No commercial vehicles" sign (UPS/FedEx excepted).

  3. As is, Tanya Brown now parks her car way out, forcing big trucks onto my property.

  1. A "No Parking on Pavement" sign needs to posted on Anne Street per the DMV parking regulation (page 21). This will eliminate the noisy radio problem. <image007.gif>
  2. Toward this goal, I will shortly be parking my car in front of my house unless notified of this no parking sign placement. This will block all traffic when the Browns park on the pavement. If anyone has a right to park on Anne Street, it should be the property owners who have the only two addresses on 3600 Anne and 3602 Anne.

  3. (I worry about racial motives will be attached to my actions. Wrong. I judge by the content of the character. If anyone is racist, it is my neighbors. In their 25 years of their noisy parties, I have never seen a white visitor. My wife and I have had garden parties of a dozen or so with our being the only white people. We have had black boarders. We have a black couple in Toledo with whom we have done joint trips to Chicago, DC, Virginia Beach, Outerbanks and Caribbean cruises. I firmly believe that one's happiness will be inversely proportional to one igknowance of which racism is a common factor. While I have called the police on my neighbors' parking, the police have never been called here to arbitrate a domestic dispute: I question why any policeman would use a child service where the police have been called.) [A non-racist has a happier life a racist.]

    You may recall a sign I made for a little hero. I have done much for my neighbors (list available) and world while I can show how my neighbors are engaged illegal activites (being saved for a court date). I am a meaningful creator while they are meaningless cancers based on the content of their character. I will make your world and future better while they parasitically bleed the system.

Again, I don't want special treatment, just fair treatment and the right to my privacy without intentionally noisy neighbors. As a ticket five years ago would have saved a lot of time, a simple sign on Anne Street stating a state law, "No parking on pavement," will save RPD a lot of calls, time and money. The Browns can start using the "Handicap Parking" in front of their house which they requested a few years ago. Please note that I would not be asking RPD to enforce a law or DPU to put up a sign if my neighbor were considerate, respectful and kind. I did nothing but withhold what I had been doing gratis for a widow and her daughter, e.g., shoveling snow, terracing her sloping backyard, planting shrubs, installing concrete walkway and stoned paths.

P.S. If the four hours I spent composing this missive gets results, it will save me many later hours of disruptions and frustrations by my neighbors actions to disrupt my privacy and peace of mind. They never parked like this before I broke off communications due to Mrs. Brown yelling at me and calling a neighbor a "white bitch."

 

P.S.P.S. Crossroad Coffee needs to put a barrier in front of the stop sign for Bland Street (which has been twisted by cars backing into it) so it faces west on Forest Hill instead of south on Bland. I fixed it twice in the past with a monster plumbing wrench. No more.
