In 1982, I received an essay on how carbon dioxide would not only  cause global warming but cause changing weather patterns.	The essay titled "Drought Forever" argued that the CO2 from oil fields causes downwind droughts  as well as torrential rains beyond the drought.	A more recent update titled "CO2 Matrix" contains more convincing evidence.
