To whom it may concern:
I am concerned about a neighbor using Richmond Ambulance Authority (RAA) and hospitals for patient dumping so as to engage in social activities without the inconvenience of a relative for which social services pays them room and board to keep the elderly gentleman (who is both severely handicapped and mentally diminished).
Recently, one Friday evening, I was repeatedly distracted by the neighbor and her daughter loading their car with luggage and packages for what apparently is the annual August family reunion in North Carolina (we have been neighbors for almost 30 years--I know their routines.) Early Saturday morning about 2am, I was awaken by a RAA vehicle in front of the neighbors' house apparently picking up their brother/uncle. Saturday morning, the neighbors drove off. Perhaps a coincident.
I have seen similar activity in the past. For instance, I have seen RAA and RFD pick up the male relative in the afternoon with the mother/daughter driving off later dressed to the nines to an apparent social engagement. Perhaps a coincident.
Are the neighbors using RAA and hospitals to socialize without the burden of the relative for which they are paid to provide care?
This, if true, is not only way they have mistreated the relative. Apparently, they are paid for 30-days after which they put the relative on the curb. I have seen "Bud" sitting in the rain with paper bags whereupon I have asked him what I could do for him. I have more than once transported him while giving him $5 or $10 to get by for a few hours. When asked where he wanted to go, he said, "McDonalds, I'm hungry." At times, they have locked him out in the rain and cold.
I have seen the sister/niece yelling at this elderly man as well as the niece chasing him. Because of the loud noise, I have recorded more than one incident. "Bud" has tried to leave on occasion only to be chased down--his paytime was not yet over otherwise he would be on the curb.
My question is "Was a male picked up by RAA early in the A.M. on Saturday, August 11, 2018, at 401 Bland Street, Richmond, VA, 23225?" It is not fair to Bud or the taxpayer for this apparent injustice and inhumanity to continue. I am told total cost for pickup and emergency hospital runs in the thousands of dollars.
Questions to be asked in sequence if each has a positive;
Full Disclosure: These neighbors have prompted many recorded videos by loud radios, yelling and screaming--categories and chronology. They have been recorded engaging in many nefarious activities including drug-dealing, hate speechs, racist taunts, e.g., I am a "white motherfucking faggot who sticks his dick up little boys' asses", e.g., Tonjia Baker, Regina Jones and Betty Brown. They have repeatedly destroyed my privacy and engaged in assault and batteries for which both have been arrested. And, I was arrested and convicted (with an appeal in the works) based on a sequence of lies by them. My neighbors seem to think they have a right to do wrong. (Important for the reader to realize is my list of Haves and Have not's.)
In addition to elder abuse of Bud, I have numerous videos of child neglect, endangerment and abuse. I question why Betty Ann Brown has a childcare service. I regret buying her in 2010 a Christmas present signs advertising her childcare service. Between 2003 and 2012 I did about $15,000 in improving her property. In November, 2012, she accused me of stealing her electicity and said that if I was to steal electricity that I should steal from another neighbor, "that white bitch." I won't have anything to do with racists.
Since I stopped helping her, she and her daughter have gone out of their way to make my life a nightmare as detailed in the above 100+ videos. Again, the videos were recorded as they blasted their car radio at 90db causing the windows in my house to shake. I have organized the response of the public officials in a website in which I have been a victim of escalating institutional racism, www.crowjim.com. If you think I am a racist for protesting black racism then you are part of the problem not part of the solution.
Another regular event at Betty Ann Brown's is the crying baby. Grandma said a baby should be allowed to cry for 15 minutes before being picked up. There are a number of strange things about babys' crying at 401 Bland for 60 minutes or more. Why are the crying babies put on the porch with the windows open that are normally closed for AC? Why do they cry for over an hour? The Browns have repeatedly shown (100 videos) they will use noise to invade my privacy and disrupt my peace of mind? I have to wonder if they are using crying babies as a new petty action against me? Or, are the babies banned during a favorite afternoon show? Regardless, babies crying for a long time are either hungry or soiled. I wish I was a fly on the wall, or, better yet, a nanny-cam to confirm my coclusions.
These women game the system. They have handicap stickers when they are not handicapped, e.g., the niece chasing Bud and Betty Ann Brown's "Never going to get it" dance ending with brandishing a weapon to threaten me.
Other incidents show that my neighbors are not respectable with a negative content of character, e.g., red-lining the streets when the white "bitch" has an open house to sell her house. (Her Navy husband was appointed #3 at the Top Gun training school.)
These women are too volatile and violent to be in charge of children or elderly. I have learned them to be nasty, mean-spirited pathological pinocchios who loudly pray to Jesus. Unchristlike, Betty Ann Brown has encouraged her children and grandchilden to follow her angry example as detailed in a list to the Commonwealth Attorney, Mr. Herring.
Every time I hear a ruckus next door (police have been called many times for domestic disturbances), I wonder if the evening news is going to have another childcare tragedy story to report. I hope I am not a courtroom witness against the recipients of this complaint due to something going awfully wrong at Betty Ann Brown's childcare. I am amazed at the new modes of pettiness by the 401 Bland occupants.

P.S. Pettiness in so many ways. Below are two pictures (2014 & today) showing neighbor blocking parking on public streets. They park noisily at the top the hill across from my workroom. Symbolic in the lower pictures is how the neighbors use baby chairs to stop adults. Truth is that I do not expect these dangerous people being restrained since for years Anne Street has been a crime-free zone for this black family.
Anne Street consists of two corner lots which have been my home for 40 years--in the background with the flags.
