Greetings Mr. Vincent,
 
Under the Virginia Freedom of Information Act (ยง 2.2-3700), I request several documents and answers as part of a pre-trial document trail for a Federal Law Suit to ascertain the violation of my Equal Protection under the 14th Amendment of the US Constitution.
 
For years, my neighbors across Anne Street have harassed and bullied me, disturbing my peace and quiet in ways that can only be pre-meditated--see Chief "Redlight" Durham's List of Dirty Laundry. (Redlight because he does not enforce minor laws, e.g., running redlights ... waiting for a body count. Please keep in mind that it was their noisy radios that alerted me to their arrival/departures [and I am hard of hearing]. Dirty Laundry because he could have cleaned this up from day one with violation tickets.) The neighbors would leave their cars unoccupied with the radio blaring usually with windows down or the doors open.
 
  1. In Spring, 2017, complaints to the Richmond Police Department resulted in a Richmond Public Works (RPW) field supervisor (as I was told by the 2nd Precinct Captain) that it was judged by the field supervisor that Anne Street was too narrow for any parking. The supervisor recommended "No Parking" signs because of public safety and traffic flow. The signs went up.
  2. For a few weeks, I had peace and quiet from my neighbors' loud radios.
  3. A few weeks later the neighbors started parking again on Anne Street with the radios once again blaring. I told them that they were illegally parking. This video tells a lot, e.g., I am "a white mother-fucking faggot who sticks his dick up little boys' assholes" and that the signs are coming down.
  4. During the same incident when my strongest terms were "You are parking illegally" and "Your mother is lying to you." my wife and I were told that we "ain't shit."
  5. Apparently a higher-up DPW employee countermanded the field supervisor's recommendation and work order.  The signs came down. Betty Ann Brown blocking my recording sign removal. (Betty Ann Brown proving that she does not deserve handicap sticker and Bland Street sign: Never Going to Get It. I have had to put up these antics for years. Why? CrowJimism. i.e., RPD racial profiling for reverse discrimination.)
 
Please, under the Virginia FOIA, provide the following documents and answers:
  1. Do you personally or professionally know any one of the following who live or have lived at 401 Bland Street, Richmond, VA, or is a relative of Betty Ann Brown or Tonjia Baker (or any one of her alias);
    1. Regina Baker Jones
    2. Adel Brown/Baker
  2. Please forward the name of the field Supervisor who originally wrote the work order to erect "No Parking" signs.
  3. Please forward a copy of the original work order that scheduled the erection of the "No Parking" Signs.
  4. Do you know in any way the woman who called me a "White Mother-Fucking Faggot" and who told me that the signs were coming down?
  5. Who was the DPW employee, administrator or manager who countermanded the original work order? Was it you?
  6. Please provide a copy of the second work order that resulted in removal of the "No Parking" signs.
As part of my inevitable Federal Lawsuit, I am requesting the following signs  be erected: "No Parking ... No Standing ... $100 Fine." (Three signs altogether to block any half-on-street parking.)
 
Your quick and immediate fulfillment of this FOIA request will end your time involvement in this matter. Failure on your part to generate these easily reproducible documents and producible answers within seven days will require me to seek a sympathetic ear in the Federal Judiciary for a bench warrant requiring you to observe the FOIA.
